Job Description

Report to: Head of Mission

Location: Addis Ababa with frequent movements to project sites in Regional States 

Required number: 2 (one finance, and one legal expert)

Duration: Three to Six months


Date of  application: from February 27 – March 13  

Main Purpose:

The consultant is responsible for fraud and corruption search within the mission and all project  locations (Amhara region, Tigray Region, Somali Region and Gambella Region) in order to find fraud and improve the organization’s operations. 



–          The aim is to find and identify sources of fraud and corruption within the Mission. The scope of the Fraud and Corruption consultants covers all the financial, HR, supply, consumption and other management control systems. This  includes  all  of MSF’s operations,  warehouses, pharmacies, resources,  staff,  services  and  responsibilities  to  other bodies. The scope includes review of controls

 –          The fraud and corruption finding and avoidance consultants employ a risk based systematic and disciplined approach to evaluating and improving the effectiveness of risk management, control and governance processes.


–          Coordinate and Conduct in-depth investigation for fraud and corruption cases (financial, HR, supply, consumption, etc) in general and of suspicious activities in particular

 –          Ensure that the laws, rules, regulations procedures and instruments placed in the mission and the country are adhered and implemented properly and accurately and identify any irregularities in this respect

 –          Identification, evaluation and management of risks.

 –          Review reports of suspected fraud to determine need for further investigation.

 –          Gather all necessary documents related to investigations

 –          Interview witnesses or suspects and take statements.

 –          Analyze the outcome of every investigation and forward a conclusion.

–          Advise the mission on ways to improve fraud detection.

 –          Design, implement, or maintain fraud detection tools or procedures

 Document preparation

–          Prepare written reports of investigation findings.

–          Prepare legal or investigatory documentation.

–          Create and maintain logs, records, or databases of information about fraudulent activity.


–          Monitoring and evaluating the effectiveness of MSF Holland Ethiopia mission risk management system.

 –          Reviewing the reliability and integrity of financial and operating information and the means used to identify measure, classify, and report such information.

 –          Reviewing the adequacy of the systems established to ensure compliance with policies, plans, procedures, laws, and regulations and establishing whether MSF Holland Ethiopia Mission is in fact in compliance.

 –          Reviewing the adequacy, implementation and operation of MSF Holland Ethiopia Mission anti-corruption, fraud and related misuse policies and procedures.

 –          Reviewing the means of safeguarding assets and, as appropriate, verifying their existence.

 –          Reviewing and appraising the economy and efficiency with which resources are employed.

 –          Investigating allegations (including items reported under the Whistleblower Policy) and suspicions of misconduct or misuse (including but not limited to fraud, theft and corruption) affecting MSF Holland and/or its programmers.

 –           Advising on the implementation of procedures to reduce the risk of fraud, theft, corruption and other misuse and/or misconduct from affecting the organization.

 –          Providing consulting services to management, as requested. The provision of consulting services should be in those areas in which the Firm is competent, principally relating to improvements in the effectiveness of the organization’s risk management, control, and governance processes.


–          Prepare evidence for presentation in court.

–          Collect evidence for legal proceedings.

–          Testify in court regarding investigation findings


Job Requirements



·     University Level Studies in Law, Finance, Accounting and Auditing


·     Having relevant experience in law investigative fields in collecting and preserving evidence, report writing, interviewing and taking statements.

·     Having relevant experience in financial investigation and auditing. 

 (Minimum 5 years of directly related experience)


–          Having experience in conducting investigation on supply and logistics.

–          Knowledge and experience on medical items.


·     Mission language essential, local language essential


·     Essential Computer Literacy (word, excel, power point)


·      Excellent communication skills, both written and spoken

·      Excellent negotiation skills and extensive negotiation experience

·      High level of knowledge and sensitivity to culture and customs

·      Capability to work independently


The responsibilities mentioned above are not exhaustive and other work can be required according to the needs of the mission.

The job description can be modified according to the evolution of the work. The work involves conducting the task in collaboration with other members who are dedicated for this task.
