Shaping a stronger Oxfam for people living in poverty



Oxfam made its first donation to Ethiopia in 1962, which ranked it as one of the first INGOs in the country. As in many countries, Oxfam’s work started in Ethiopia with humanitarian assistance and gradually expanded to include long-term development and advocacy. Inter-communal violence along the borders of Gedeo (SNNPR) and West Guji (Oromia region) zones was reported on 3 June 2018. Civilian deaths, damage to properties and to public infrastructures, including schools and health facilities were also reported. Government security forces are deployed to the area to prevent the escalation of the conflict and for protection of civilians, but the situation remains tense.


The last upsurge in violence between the Gedeo and Guji communities started in Kercha woreda of West Guji zone and later spread to other woredas along the border on 13 April 2018. Houses were burnt down, damaged, looted and livelihoods destroyed, and at least 274,548 people were displaced in Gedeo, and scattered across Dilla Zuria, Gedeb, Kochere, Wonago and Yirgachefe woredas. Some 84,000 people were also displaced in West Guji zone. All IDPs in Gedeo zone are believed to be ethnic Gedeos displaced from West Guji zone. Around 67 per cent of the IDPs in West Guji zone are also believed to be ethnic Gedeos displaced within West Guji.[1] Regional authorities and hosting communities are providing first-line assistance to the displaced, but it is significantly inadequate. The capacity of the hosting communities is also being stretched to the limit. West Guji zonal authorities officially requested for food, plastic sheets and clothes assistance to the Oromia Diasaster Risk Management Commission (DRMC) on 4 June.


Oxfam Ethiopia conducted rapid emergency need assessment Over the week of 5th August 2018 in the conflict areas and has identified that huge gap of WASH, EFSVL and protection needs of conflict affected communities in Gedeo zone including Dilla zuriya and Kocheri woeda, and decided to provide an emergency response in WASH, EFSVL and protection targeting an estimated population of 53,000 IDPs residing in 20 concentration centers and within the host community within Dilla Zuriya and Kocheri  Woreda with possible of expanding to IDPs located in Waste Guji zone.



Delivering Oxfam GB Programme in Guji/Gedeo Zone aiming to last poverty and improve resilience capacity of the most vulnerable community group


Plan, implement, review & support the delivery of PHE component as part of Oxfam Humanitarian programme in Guji/Gedeo Zone, but also contributing to the wider Oxfam Ethiopia Programme


  • Implement the appropriate and acceptable water supply systems and sanitation facilities designs in assigned programme areas.
  • Implement and supervise the planned Water safety activities in the project area in interactive and participatory manner
  • Assist PHE officer & PHE technical team leader, and WASH coordinator in preparation of technical drawing / design and estimates of appropriate and acceptable water supply system and sanitation facilities across all ongoing and future projects
  • Under the guidance of the PHE officer and PHE technical team leader, take part in water and sanitation needs assessments.
  • Work closely with community based institutions (such as WASH Co) and local level government officials, undertake community (men, women, children) mobilisation and their capacity building on quality water & sanitation services
  • Be involved in designing and delivering training for implementing partners and community (WASH Co, operation and maintenance technicians).
  • Undertake field visits to supervise and assist in implementation of the activities and take appropriate measures to tackle operation problems affecting the implementation processes and quality of the intervention.
  • Ensure that work is carried out in a way that is sensitive to the community needs and gender issues. In particular to promote the full and equal participation of women in all aspect of the work and to ensure that Oxfam’s programme is an opportunity for community cohesion and harmony rather than division.
  • Provide inputs and participate in the compilation of weekly, monthly and project end reports where necessary, relating to progress made on water & sanitation, with focus on objectives, obstacles and possible solutions, together with future plans and recommendations where necessary.
  • Carry out water quality analysis, disinfection and report accordingly.
  • Collaborate with other WASH team members, livelihood and MEAL colleagues to support the development of creative and holistic approaches to WASH programming
  • Support WASH team to ensure adherence to minimum standards of technical quality in all WASH related activities and interventions
  • In case of emergency response, undertake additional responsibilities related to respective functions

Job Requirements


  • Relevant qualification such as Degree/ Diploma such as civil / hydraulic / environment engineering from a recognized academic institution. Appropriate, relevant and comprehensive experience in the field of water and sanitation may substitute for the formal qualifications and not vice versa.
  • Relevant 2-3 years of post-qualification experience in undertaking community based water & sanitation projects within the pastoralist communities.
  • Demonstrate hands on expertise in the installation, operation and maintenance of convectional water supply systems and other optional sources
  • Experience in developing appropriate training material & strong training skills Knowledge and expertise in undertaking/ administering community based interventions using community participatory methodologies and enhancing the sustainability of the implemented technologies
  • Reasonably good command over English and Amharic (local language)
  • Be willing to live and work in remote field conditions or locations with minimal camping requirements
  • Be a team player and facilitate activity implementation to be undertaken within the agreed periods and timeframe.
  • Be innovative and able to work under minimum supervision.
  • Experience in working with local partners including government authorities, NGOs, community based organizations
  • Demonstrable experience of integrating gender and diversity into emergency response programmes and longer-term strategies.
  • Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts.
  • Knowledge of and commitment to humanitarian principles (NGO/ Red Cross Code of Conduct) and with the Sphere Humanitarian Charter minimum standards.
  • Sympathy with the aims and objectives of Oxfam and commitment to humanitarian principles and action.
